What does it mean? Is it about the date of July 7, 2015?
Certainly, if you follow The X-Files revival news, you might be aware that the official Fox Television publicity machine put the coded message out there, increasing expectations it has to do with the new comeback. The series is scheduled to broadcast its six episodes beginning on Sunday, January 24, 2016, not 7-7-15.
But the buzz is out there.
Does it have anything to do with new X-Files promotional material, or is it a bit deeper than that?
The new installment will reunite Fox Mulder and Dana Scully.
On January 12, 2015, it was confirmed that Kyle MacLachlan would reprise the role of Dale Cooper. Four days later, Sheryl Lee and Dana Ashbrook also announced their casting in the 2016 series. They also implied the return of Sherilyn Fenn. Source.
There were rumors that David Duchovny might like to join the Twin Peaks cast too.
David Duchovny, of course, played and will play Special Agent Fox Mulder of the FBI in The X-Files. In the original Twin Peaks Duchovny played

Denise Bryson, formerly Dennis Bryson, a DEA agent who investigates drug allegations against Dale Cooper. Bryson began wearing women's clothing during an undercover operation and found that presenting as a woman made her feel comfortable, revealing that she is a transgender woman. Bryson comes to Twin Peaks when Cooper is accused by the Mounties and the FBI of misfeasance for his handling of the rescue of Audrey Horne from One-Eyed Jack's and the alleged theft of cocaine from an RCMP stakeout. Cooper quickly determines that the "Mountie" accusing him is in fact involved in drug dealing alongside Jean Renault and Hank Jennings. This leads to the stakeout at Dead Dog Farm, during which Denise uses her "feminine side" in order to assist the rescue of Agent Cooper. When required for a sting operation, Bryson dons a man's suit and goes by "Dennis." The character’s binary identity reflects the dualistic leitmotif of the series. Nine people were killed Sunday, May 17, 2015, in a shooting among rival motorcycle gang members in Waco, Texas. It would be exactly a month later, on June 17, 2015, that nine would die in Charleston. (See "There's A Storm Coming: Dylann Storm Roof.")
The twilight language unfolding from the May event was deep and dark.
Waco, itself, is steeped in violence and history, of course.
The infamous Waco siege began on February 28, 1993, when the United States Bureau of Alcohol, Tobacco, and Firearms (ATF) attempted to execute a search warrant at the Branch Davidian ranch at Mount Carmel, a property located nine miles east-northeast of Waco, Texas. An exchange of gunfire resulted in the deaths of four agents and six followers of David Koresh (born Vernon Wayne Howell; August 17, 1959 – April 19, 1993).
The subsequent 51-day siege by the Federal Bureau of Investigation ended on April 19th when fire destroyed the Waco compound. Seventy-six people (24 of them British nationals) died in the fire, including more than 20 children, two pregnant women, and Koresh himself.
It took place at Twin Peaks, a so-called "breastaurant," like Hooters.
Is there more to this re-birth?
The Hollywood Reporter said that, using social media to its advantage, Fox released via Twitter "the first official image from its highly-anticipated revival. As their television counterparts, a scruffy Fox Mulder (David Duchovny) and laid-back Scully (Gillian Anderson) can be seen in the backseat of a green screen-enveloped town car. Chris Carter (I Want To Believe) writer/director also happens to be looking at the monitor." Credit.
David Duchovny has been on television a good deal in 2015. He also starred in Aquarius, about Charles Manson.
So, not surprisingly, Vincent Bugliosi, the Manson prosecutor and Helter Skelter author, died at 80, on Monday, June 8, 2015. Source.
Aquarius premiered on May 28, 2015 with a first season of 13 episodes. NBC announced the order of a second season on June 25, 2015.

7/7/15 is the tenth anniversary of the London bombings.
The 7 July 2005 London bombings (often referred to as 7/7) were a series of coordinated suicide bomb attacks in central London, which targeted civilians using the public transport system during the morning rush hour.
On the morning of Thursday, 7 July 2005, four Islamist men detonated four bombs—three in quick succession aboard London Underground trains across the city and, later, a fourth on a double-decker bus in Tavistock Square. As well as the four bombers, 52 civilians were killed and over 700 more were injured in the attacks, the United Kingdom's worst terrorist incident since the 1988 Lockerbie bombing, as well as the country's first ever suicide attack.
London's 7/7 is linked to New York's 9/11, as far as waking up the public to terrorism.
The explosions were caused by homemade organic peroxide-based devices packed into backpacks. The bombings were followed two weeks later by a series of attempted attacks that failed to cause injury or damage.

What of 7/7/77? On July 7, 1977, 12,000 Mexican Police occupied the university in Mexico City, Mexico. They entered the campus of the National University because of a union strike, which the government feared would spread across the whole nation.
This is the alleged date, July 7, 1947, of the Roswell incident, when there was a supposed crash of an alien spaceship near Roswell in New Mexico. The United States Army Air Forces (and its successor, the U.S. Air Force, after September 1947) covered up the event, according to some ufologists.
The 1994 television movie, Roswell, stars Kyle MacLachlan, Martin Sheen, and Dwight Yoakam. MacLachlan is the lead actor in Twin Peaks.
Perhaps the Roswell anniversary date - part of the mythos of The X-Files - is significant?
